Puerto Rico's reluctant new governor

Puerto Rico has sworn in its third governor in less than a week. Justice Secretary Wanda Vázquez, who previously said she didn't want the job, assumed the role hours after the island's Supreme Court forced the resignation of Pedro Pierluisi (the handpicked successor to embattled former Gov. Ricardo Rosselló) because he hadn't been confirmed by both chambers of the legislature. Vazquez, who was next in the line of succession after Rosselló, said she would only take the oath out of duty and lacks a secretary of state and a new justice secretary to replace herself. Her appointment unleashed a new wave of protests among Puerto Ricans who've said they don't want her as governor.
