The Biden agenda has moved to its next phase. The second step is likely a heavier lift than the first.
The president aims to guide a more than $2 trillion infrastructure package through Congress in the coming months. The plan touches on everything from roads, bridges, airports, trains and electric vehicles to broadband, housing, the electric grid and job training. It looks to hike corporate taxes and reimagine how the world handles corporate profits.
The sprawling proposal has already hit the first of what could be many snags. Republicans have all but assured Biden they will oppose the bill's price tag and corporate tax hikes. Even Democratic Sen. Joe Manchin, whose vote the party will need to pass a bill under special rules that require only a simple majority, said he wants to raise the corporate tax rate to 25% rather than the Biden-backed 28%.
Gear up for weeks or months of Democrats across the ideological spectrum jockeying to fit their policy goals in the package. Leaders will have to bend to win their votes.
Businesses and labor unions will also try to exert their will on a plan that would shape the future of entire industries.
