Next coronavirus bill: Wait for August?

Hello,
Coronavirus cases are rising, millions are still out of work, and enhanced unemployment benefits are due to run out at the end of the month. But leaders in Congress don't expect agreement on a new pandemic relief bill until July 31, at the earliest.
It's not even clear what the eventual legislation will look like. Democrats want to sustain the extra $600 in unemployment benefits, while Republicans want to phase out the additional money or reduce it. The GOP in Congress isn't even fully on the same page with President Trump's Republican White House, as the administration pushes for a payroll tax cut.
Given the separation between all the stakeholders, the end of July or early August might seem optimistic. This uncertainty couldn't come at a worse time for a severely wounded economy, either.
