Migrant labour tragedy At least 16 labourers from Madhya Pradesh, asleep on rail tracks, were crushed to death after a freight train ran over them somewhere between Jalna and Aurangabad districts, nearly 260 km from Pune. The migrants, aged between 20 and 35 years, were labourers from Umarya and Shahdol (in Madhya Pradesh) and used to work for a company in Jalna, Maharashtra. “At around 5:15 a.m., a freight train ran over some labourers in a rail track near Karmad, killing 16 of them. One of them is injured and we are counselling the three others who fortunately escaped the tragedy,” said Mokshada Patil, Superintendent of Police (Aurangabad Rural). Disturbing scenes were also witnessed in Karmad as police authorities and rescue teams were seen collecting body parts that lay strewn along the railway tracks. According to the survivors, they had left Jalna at around 7 in the evening. Initially, up to Badnapore, they were walking on the highway. Later, they started walking on the tracks towards Aurangabad. After walking for about 36 km, they sat down on the tracks to rest and fell asleep. The Shivraj Singh Chouhan-led Madhya Pradesh government has announced ₹5 lakh ex gratia as compensation for the deceased labourers. Maharashtra Chief Minister Uddhav Thackeray has also announced ₹5 lakh ex-gratia to the families of the 16 migrant workers. Rahul’s message to PM Congress leader Rahul Gandhi, addressing a press conference today, appealed to Prime Minister Narendra Modi to work with Chief Ministers in a more collegial manner instead of acting like “a boss”. “The PM should talk to the CMs more, not as a boss but as a colleague. I would urge the Prime Minister to treat the States and district magistrates [DMs] as partners. We have been talking about cash transfers. Migrants need the money now. There are pushes and pulls with regard to the migrant workers. Start implementing NYAY and put it in 50% of the households. It won’t cost much,” he said. Elaborating on why decentralising the fight against Covid-19 is necessary and a top-down approach is not the best, he said, “PM Modi has a style and that's alright. But in such a situation, I would want many strong CMs, strong DMs and a strong PM working together. For example, these zones of red, green and orange. Our CMs say what they think is green has been marked red by the Centre. So, there is a mismatch between what the States think and the Centre marks.” Covid Watch: Numbers and Developments The total number of Covid-19 cases in India, at the time of publishing this newsletter, is 58,826, with the death toll nearing 2,000. The Centre today said 216 districts in India have no coronavirus cases and pegged the recovery rate at 29.36%. In an exclusive interview to The Hindu, Union Health Minister Harsh Vardhan said that lockdown measures cannot continue forever and that they were an extreme intervention to break the chain of transmission. “Lockdown has great repercussions for the economy, society and psychology,” he said. Meanwhile, the Supreme Court on Friday asked states to consider online sales and home delivery of liquor to prevent the spread of coronavirus on account of overcrowding at shops. Over the last few days, as liquor shops have opened in some parts of the country, they have witnessed serpentine queues, leading to concerns that they could become infection clusters in themselves. Meanwhile in Tamil Nadu, the Madras High Court today ordered the closure of liquor shops across the State. The shops had opened only yesterday. The Court, however, allowed the sale of liquor online and via home delivery till the end of the lockdown. Vizag gas leak probe The National Green Tribunal (NGT) on Friday directed LG Polymers India to deposit an initial amount of ₹50 crore for the damage caused by the gas leak in Visakhapatnam yesterday. A bench headed by NGT Chairperson Justice Adarsh Kumar Goel also issued notice to the Andhra Pradesh Pollution Control Board, Central Pollution Control Board, and the Union Environment Ministry, seeking their response on the incident by May 18. The green panel also constituted a five-member fact-finding committee, to be headed by a former A.P. High Court judge, to look into the incident. “The committee may specifically report on the sequence of events, causes of failure and the persons and authorities responsible, the extent of damage to life, public health, and environment, steps to be taken for compensation of victims and restitution of the damaged property and environment, and the costs involved,” the bench said. In Brief: Vista Equity Partners (Vista) will invest ₹11,367 crore to buy 2.32% stake in Mukesh Ambani-led Jio Platforms Limited. This means an equity valuation of the company at ₹4.91 lakh crore, making Vista the largest investor in Jio Platforms, after Reliance Industries and Facebook.
