Rajasthan political situation back in flux The Rajasthan High Court on Friday ordered status quo to be maintained on the disqualification notices issued by Assembly Speaker C.P. Joshi to rebel Congress leader Sachin Pilot and 18 dissident Congress MLAs. With this order, the court has effectively put the disqualification procedure on hold. Pilot and the MLAs supporting him will not be required to appear before the Speaker and respond to his July 14 notices. No action will be taken against them until the Supreme Court resumes the hearing on the Speaker's special leave petition on July 27. Later in the day, Rajasthan Congress MLAs in the Ashok Gehlot camp began a 'dharna' at the Raj Bhawan in Jaipur, saying they will stay put till the Governor allows a session of the State Assembly so that Chief Minister Ashok Gehlot can move quickly to prove his strength on the floor. The MLAs, led by Gehlot himself, arrived at Raj Bhawan in four buses from a hotel on the city outskirts, where they have been camping for the past few days. Gehlot said he had requested Governor Kalraj Mishra on Thursday to call a session of the Assembly on Monday. But there had been no word from him so far, he added, and claimed the Governor was under pressure from the BJP central government not to call an assembly session. Meanwhile, commenting on the Rajasthan High Court order, former Law Minister and Congress leader Kapil Sibal said High Courts have started ignoring orders of the Constitution bench of the Supreme Court. "Maybe it's time for us to take off our robes if Supreme Court orders are being ignored," Sibal said. With border talks set to continue, India imposes new economic curbs An army truck moves towards LAC, amid India-China border dispute in eastern Ladakh, in Leh. File India and China have agreed to hold another round of high-level military talks to take forward the disengagement process along the Line of Actual Control (LAC), which remains only partially complete after four rounds of talks between Corps Commanders. This was agreed upon today after a third convening of the Working Mechanism for Consultation and Coordination on India-China Border Affairs (WMCC) in the past month, with the disengagement process still facing many hurdles. This was the 17th WMCC meeting in eight years, and was held through video conference. Meanwhile, in a move that is seen as primarily targeting Chinese businesses, India has slapped new trade curbs on companies from nations that share a land border with India, Bloomberg reported. As per the new rules, companies from nations that share a land border with India are barred from bidding for government contracts for goods and services until they register with the industry department. This comes close on the heels of two earlier economic curbs – the banning of 59 Chinese apps, and a rule making it mandatory for suppliers to mention the country of origin on the government's e-Marketplace while bidding for tenders. IPL to be held in UAE The BCCI has finalised the rescheduled window for the IPL from September 19 to November 8 in the UAE, pending government approval. "In consultation with various stakeholders, we have decided on the same window, considering the various aspects required. The governing council will be formally convened once we get a formal response from the government, which we hope will happen early next week," Brijesh Patel, Chairman, IPL Governing Council, told The Hindu on Friday. While Patel didn't go into specifics, The Hindu understands that the BCCI office-bearers were involved in discussions with franchise managements, the broadcasting partner, and the Emirates Cricket Board over the last couple of days. Don't be too risk-averse: RBI governor tells banks RBI Governor Shaktikanta Das during a press conference. File The country's financial system is sound but lenders should desist from extreme risk aversion during the Covid-19 pandemic and beyond, RBI governor Shaktikanta Das said on Friday. His remarks came in the foreword to the bi-annual Financial Stability Report (FSR). Das further said that the top priority right now for banks and financial intermediaries should be augmenting capital levels and improving resilience."In the evolving milieu, while risk management has to be prudent, extreme risk aversion would have adverse outcomes for all," Das said. "The financial system in India remains sound; nonetheless, in the current environment, the need for financial intermediaries to proactively augment capital and improve their resilience has acquired top priority." Covaxin human trials begin at AIIMS The phase-I human clinical trial of India's first indigenously-developed vaccine against the novel coronavirus, Covaxin, began at the All India Institute of Medical Sciences in New Delhi today, with the first dose of the injection given to a man in his 30s. Already, since last Saturday, over 3,500 volunteers have registered themselves for the trial. Out of these, 22 persons are currently being screened, said Dr Sanjay Rai, Professor at the Centre for Community Medicine at AIIMS and the principal investigator of the study. "The first volunteer, a resident of Delhi, was screened two days ago and all his health parameters were found to be within the normal range. He also does not have any co-morbid conditions." Few more participants will be given the vaccine on Saturday after their screening reports come in. Explaining the modalities of the trial, Dr Rai said, "There are three formulations of the Covid-19 vaccine candidate. Each subject will be given any one of the formulation in two doses two weeks apart. The first 50 will get the lowest strength dose of the vaccine. If it is found to be safe in them, then it will be given to another 50 patients in high doses." Singh, while addressing the inaugural function of the year-long birth centenary celebrations of the late Prime Minister organised by the Congress's Telangana unit, said he is particularly happy that the programme coincides with the first Budget of Rao's government, presented by him in 1991. The 1991 Budget is hailed by many as the one that set the foundations of a modern India by laying the roadmap for economic reforms in the country. Covid Watch: Numbers and Developments The number of coronavirus infections reported from India stood at 13,19,446 at the time of publishing this newsletter, with the death toll at 31,038. The chief scientist of the WHO, Dr Soumya Swaminathan, has warned that herd immunity, or a situation where a large section of the population has developed antibodies against Covid-19, is still a long way off though it can be sped up by a vaccine. In a social media live event organised by the WHO from Geneva, the scientist said that more waves of the infection would be required to get to a stage of natural immunity. She warned that at least for the next year or so, the world needs to do everything possible to keep the novel coronavirus at bay while scientists work on vaccines. In Brief: The Supreme Court on Friday gave time till August 4 for lawyers to research and prepare their defence for noted civil rights lawyer Prashant Bhushan and former Tehelka magazine editor-in-chief Tarun Tejpal in a decade-old contempt case which has popped back into the spotlight. The case was registered in 2009 after the court took suo motu cognisance of an interview in Tehelka, in which Bhushan had remarked about the judiciary and the presence of former CJI S.H.
