It recommends employers implement temperature screenings and virus testing at workplaces. The stages of reopening: - Phase One.Strict social distancing for all people in public. Groups of 10+ and nonessential travel should be avoided. Restaurants, movie theaters and sports venues without a live audience could reopen.
- Phase Two. Maximize social distancing where possible and limit gatherings to 50 people unless precautions are taken. Travel could resume and schools, daycares and bars could reopen.
- Phase Three. A "new normal" for most Americans, with a focus on identifying and isolating new cases.
