Will there be change this time?

Hello,
The protests against police brutality and George Floyd's death are continuing. The calls to dramatically reform policing and the criminal justice system are growing louder. But will anything actually change this time?
Congressional Democrats on Monday unveiled sweeping reform legislation. However, as long as the GOP controls the Senate, whatever ends up getting passed will need to require some dramatic compromise. With that in mind, Sen. Tim Scott, one of the three black senators currently serving, is working on his own reform measure. Sen. Mitt Romney, who joined a Black Lives Matter march over the weekend, also said that he and other Republicans were working on a proposal.
