Here are the big stories that you need to follow today: Supreme Court deadline for transporting migrant workers The Supreme Court today said it intended to give the Centre and states 15 days to transport migrant workers, who are stranded in various parts of the country, to their native places, suggesting that this process cannot go on indefinitely. The top court said it will pass the final order on migrant workers on June 9. "We can grant 15 days time so that all states get back with their demands for trains. This has been going on for very long now...There is a need to register all migrants, specifically state and district-wise. We need to know what kind of schemes are prevalent in the state," the Bench said. Covid treatment costs Separately, the Court also asked the government to respond as to whether Covid-19 patients who are not beneficiaries under the Ayushman Bharat scheme can be treated in private hospitals at the same subsidised rates as offered under the scheme. This case was being heard by a Bench led by Chief Justice of India (CJI) Sharad A. Bobde. Petitioner-advocate Sachin Jain argued that Covid-19 treatment costs only ₹4000 for an Ayushman Bharat beneficiary in a private hospital, while others have to shell out a minimum of ₹50,000 for treatment in the same hospital. Solicitor General Tushar Mehta argued that the Ayushman Bharat scheme was meant for an identifiable category drawn from the poorest of the poor sections of society. The scheme cannot cover every strata of society. The court also wondered why charitable hospitals reaping "huge profits" while operating on public land received at concessional rates cannot treat Covid-19 patients free of cost. Meanwhile, another virtual Bench led by Justice Ashok Bhushan issued notice on a petition filed by Avishek Goenka, who alleged that private hospitals were charging exorbitant amounts to treat Covid-19 patients. Bihar migrant workers start to go back Our correspondent in Bihar reports that migrant workers who returned to Bihar from Punjab, Haryana, Gujarat, Maharashtra and other places have started to go back to those States for employment. This comes despite Chief Minister Nitish Kumar's directive to officials to create job opportunities in the state for migrant workers. Local middlemen and contractors are said to have become active in these areas to lure migrants back to their work places with promises of higher payment than before. Finance Ministry preaches austerity Asking all ministries and departments not to initiate any new scheme in the current financial year, the Finance Ministry today said there is a need to use resources prudently in the wake of the Covid-19 crisis. Funds will be allocated only for schemes under the Pradhan Mantri Garib Kalyan package and the Aatmanirbhar Bharat Abhiyan package, according to an office memorandum shared by the Department of Expenditure. Further, schemes that are already approved for the current financial year will remain suspended till March 31 next year, or till further orders. This would also include those schemes for which in-principle approval had been given by the Department. "It may be appreciated that in the wake of the Covid-19 pandemic, there is an unprecedented demand on public financial resources and a need to use resources prudently in accordance with emerging and changing priorities," the Expenditure Department said, adding that it has been receiving many new proposals for in-principle approval from various ministries and departments. Covid watch: Numbers and Developments The number of coronavirus cases in India stood at 2,34,025 at the time of publishing this newsletter, with the death toll at 6,574. Uttar Pradesh recorded its biggest single-day jump of 496 Covid-19 cases on Friday, taking the state's tally to 9,733, while 12 more people succumbed to the disease, a senior official said. Meanwhile, Union School Education Secretary Anita Karwal said that no date has been fixed for reopening schools. States will have to take their own decisions on this issue, and the Centre will not interfere, she added.
