Greetings, TicToc readers! In this edition: ISIS has a new boss, Trump shares Brexit advice, and the virus that erases immunity.

House OKs Trump impeachment terms

The House on Thursday voted almost entirely along party lines (232-196) to formalize and make public Democrats' impeachment inquiry into President Trump. The resolution provides a road map that lets House Intelligence chief Adam Schiff call for public hearings with witnesses and allows Republicans to request subpoenas. It also gives the White House the right to respond to evidence, which could be rescinded if Trump continues to block Democratic subpoenas. He responded to the Halloween vote, tweeting, "The greatest Witch Hunt in American History!"

More:

  • Two Democrats representing GOP-leaning districts opposed the resolution: Rep. Jeff Van Drew of New Jersey and Rep. Collin Peterson of Minnesota.
  • The resolution sends a clear signal that an impeachment vote and a Senate trial are all but inevitable, meaning Trump could become the first president to seek re-election post-impeachment.

$ignificant figures

20 minutes. How long it took a train in Pakistan to stop after a gas stove exploded in a passenger car, sparking a fire that killed at least 74 people and injured 30.

6.5-magnitude. Another powerful earthquake struck the southern Philippines, killing at least five people and seriously damaging buildings.

11 days. Chicago teachers and the nation's third-largest school district reached a contract deal ending a strike that canceled classes for more than 300,000 students.

Highly quotable

"A foolish old man controls your fate." ISIS named Abu Ibrahim Hashimi al-Quraishi its new leader in a 7-min. audio clip from its official media wing that called the U.S. "the joke of nations."

"Double standard." In her farewell speech to Congress, California Rep. Katie Hill blamed her resignation on "gutter" politics and a "misogynistic culture that gleefully consumed my naked pictures."

"An unstoppable force." Trump waded into U.K. politics, urging arch-Brexiteer Nigel Farage on his own radio talk show to unite with PM Boris Johnson for the general election.

This is not normal

Fire to ice. Northern California's Kincade fire has become the largest blaze in Sonoma County history after it incinerated nearly 77,000 acres. It's now 60% contained, but as the winds let up, a new Bay Area threat has emerged: a freeze warning.

The future is now

"Immune amnesia." Measles is more harmful than we realized, scientists say, after research showed for the first time how the virus causes the immune system to "forget what it once knew," raising the risk of other infections. The discovery stresses the need for widespread vaccination, researchers said.

What's good

A calming force. A 2-year-old black Lab named Hatty is Chicago's newest hire at the state's attorney's office where she'll support child victims of sexual assault as they navigate the legal system.
