Homeowners sandbagged their doors and tourists crowded New Orleans' international airport in an attempt to flee, as forecasters predicted up to 20 inches of rain and disastrous flooding. New Orleans Mayor LaToya Cantrell told people along the coast to evacuate amid a storm surge warning.
